Arctic Sea Ice Melt Disrupts Weather Patterns

Shrinking Arctic sea ice is shifting polar weather patterns, especially in fall and winter, a new climate modeling study finds.

For the study, researchers looked at weather patterns in 2007, when sea ice covering the Arctic Ocean hit one of its lowest summer extents since satellite tracking began in the late 1970s.

In fall and winter, when sea ice would normally insulate the ocean from frigid Arctic air temperatures, the small ice pack meant lots of heat could escape from the ocean into the atmosphere, the study found. The heating changed atmospheric circulation patterns in the Arctic, said lead study author Elizabeth Cassano, a climate scientist at the Cooperative Institute for Research in Environmental Sciences (CIRES) in Boulder, Colo. The results were published May 21 in the International Journal of Climatology.

"What we saw, particularly in the fall and winter, was a decrease in [atmospheric] pressure over the areas of open water," Cassano told LiveScience. Areas of high and low pressure drive weather, with low pressure producing stormier weather and high pressure leading to clear, calm days, Cassano said. The group's computer model generally agreed with weather records from the latter half of 2007, according to the study.

While the summer ice melt had a significant effect into the winter, there was little change in weather patterns in early 2007, before the ice pack shrank, the study found. However, Cassano points out that the climate model doesn't include a major high-pressure system that was in the Beaufort Sea north of Alaska and played a role in the big ice melt. Its absence could affect the modeling results.

The researchers now plan to examine how the feedback between sea ice and the atmosphere alters weather in the United State and other regions, Cassano said. "There's an open question of how these changes that we see in the Arctic influence the weather that we see here in the mid-latitudes," she said.

Rock bands raise money for Boston Marathon victims

BOSTON (AP) ? City residents rocked Thursday at a benefit concert for victims of the deadly Boston Marathon bombing, jamming to songs from the J. Geils Band, Boston and other musical acts and even laughing at a joke about the capture of a bombing suspect.

The Boston Strong Concert kicked off with the rock band Boston playing songs including its 1970s hit "More Than a Feeling."

"Tonight, we are all Boston," lead singer Tommy DeCarlo declared to a crowd of thousands of people, including victims and first responders, at the TD Garden.

Concertgoer Harry Donovan said Boston residents weren't going to let "any violence, any hatred bring this town down."

"This city took a hit, there's no doubt, but Boston, like a lot of other cities, is resilient," said Donovan, of nearby Wellesley.

The show was to feature acts including Aerosmith, James Taylor and Jimmy Buffett, Dropkick Murphys, New Kids on the Block and Carole King.

Country singer Jason Aldean performed at the show, which was to include more than a dozen acts. Comedian Steven Wright also was part of the show's lineup.

More than once, the words "Boston Strong" were met with cheers and fist pumps from the energetic crowd.

"I love that phrase," enthused Boston comic Lenny Clarke, whose cathartic set featured a foul-mouthed, one-man reenactment of the capture of bombing suspect Dzhokhar Tsarnaev. "You know what I don't love? 'Shelter in place.'"

Boston area residents were locked down, told to shelter in place, a few days after the April 15 bombing while authorities searched for Tsarnaev, who was found hiding in a boat in a backyard in suburban Watertown. Tsarnaev's older brother, Tamerlan Tsarnaev, had died after a shootout with police.

The suspects, ethnic Chechens from Russia, are accused of setting off two pressure cooker bombs packed with shrapnel near the marathon's finish line, killing three people and injuring more than 260 others. Their mother has insisted they are innocent.

Concert proceeds will go to One Fund Boston, the compensation fund established by Gov. Deval Patrick and Mayor Thomas Menino to help bombing victims.

The amount of money raised by the concert won't be available until next week, a spokesman for the event's producer said. Ticket prices for the sold-out show ranged from $35 to close to $300.

Accessory Turns iPhone Into High-Tech Lab

A new biosensing tool puts the power of a high tech laboratory in the pockets of researchers in the field. This iPhone-enabled device could be used in pop-up clinics, waste management sites, refugee camps and anywhere else the mobile testing of biological materials such as blood is necessary.

Developed by researchers at the University of Illinois Urbana-Champaign, the tool consists of an iPhone cradle and an accompanying app. Although the cradle only holds about $200 worth of optical components, it performs as accurately as a $50,000 spectrophotometer.

The wedge-shaped cradle keeps the iPhone's camera aligned with a series of lenses and filaments, which are used to measure light. And at the heart of the device's biosensing capabilities is a simple microscope slide coated with a photonic material, which reflects only one wavelength of light and allows the rest of the spectrum to pass through the slide.

When a biological substance ? like protein or DNA ? attaches itself to the photonic crystal slide, the color that is reflected will shift from a shorter to longer wavelength. The size of this shift depends on the amount of the substance present on the slide.

So to test for the presence of a protein, for example, researchers would first prime the slide with the protein they want to test for, insert the slide into the cradle and then use the app to measure the length of the protein's reflected wavelength. This gives them a base measurement.

They can then expose the slide to a field sample containing the protein and remeasure the wavelength. The shift in the reflected wavelength tells the researchers how much of the protein is present in the sample.

The test takes only a few minutes to complete, and the app walks the user through the entire process. This means that samples that once had to be sent back to a lab for analysis can now be tested on-the-spot in a matter of minutes.

Researchers have high hopes for this device as a viable option for doctors, nurses, scientists and others in need of efficient, affordable biological testing on the go. They think it could be particularly useful in developing countries, where resources are limited and laboratories are scarce.

With help from the iPhone's GPS tool, the device could even be used to track groundwater contamination, map the spread of pathogens or monitor contaminant checks in the food processing and distribution chain, according to researchers.

"We're interested in biodetection that needs to be performed outside of the laboratory," said Brian Cunningham, professor of electrical and computer engineering at the University of Illinois. "Smartphones are making a big impact on our society- the way we get our information, the way we communicate. And they have really powerful computing capability and imaging."

The team is now working on a similar cradle and app solution to provide mobile testing on Android devices.

And a recent grant from the National Science Foundation is enabling researchers to expand the range of biological experiments that can be performed with the tool, including tests that will detect toxins in harvested corn and soybeans, as well as tests to detect pathogens in food and water.

The use of smartphones as a platform for detecting environmental phenomena seems to be a growing trend, not only among researchers, but consumers as well.

In the past year, a number of smartphone-enabled tools and accompanying apps have come on the market that measure everything from the "organic-ness" of fruits to the temperature of soil in a vegetable garden.

Lapka, an iPhone device that includes a Geiger counter and electromagnetic sensors, is marketed as a tool for better understanding and exploring the environment. This high tech toy is turning heads as it takes science out of the lab and puts it in the hands of the everyday consumer.

Cunningham and his team believe that their device can also be used by individuals, not for analyzing their personal space, but for monitoring their health.

"A lot of medical conditions might be monitored very inexpensively and non-invasively using mobile platforms like phones," said Cunningham. "[Smartphones] can detect a lot of things, like pathogens, disease biomarkers or DNA, things that are currently only done in big diagnostic labs with lots of expense and large volumes of blood."

One such possible application, according to researchers, is testing children and pregnant women for Vitamin A and iron deficiencies.

Obama's likely pick to head FBI widely praised

(AP) ? Republicans said Thursday they see no major obstacles to Senate confirmation of James Comey, the former deputy attorney general in the Bush administration who is expected to be nominated by President Barack Obama as the next FBI director.

Comey, who would replace Robert Mueller as head of the national security organization, is certain to face tough questions about his work as a counsel for a major hedge fund and his ties to Wall Street as well as how he would handle current, high-profile FBI investigations.

But Republicans and Democrats said the former prosecutor's strong credentials and sterling reputation suggest his path to confirmation should be relatively smooth.

"I think he'll be confirmed" by the Senate, said former Attorney General John Ashcroft, a Missouri Republican who served in the Senate from 1994-2000.

Comey "is an extraordinary individual and I don't know why you wouldn't want a person like this," Ashcroft said of his onetime deputy. As a leader, Comey "welcomes diverse discussions. When he makes a decision and an institution decides a course of action, he is not to be dissuaded by irrelevant or political considerations."

Former Solicitor General Theodore Olson, who served with Comey at the Justice Department and whose opinion carries considerable weight with Republicans, said Comey is "very smart. He's a very straight shooter. He's the FBI's kind of person."

Republican and Democratic congressional aides said they didn't see any looming problems with Obama's likely choice a day after three people with knowledge of the selection said Obama planned to nominate Comey. The aides Thursday spoke on condition of anonymity because the initial internal reactions were private.

Several Democratic senators, including Judiciary Committee Chairman Patrick Leahy of Vermont, had no immediate comment as they awaited official word from the White House.

White House spokesman Josh Earnest on Thursday declined to comment on Comey's impending nomination, nor would he discuss the timing of any announcement.

Sen. Charles Grassley, the top Republican on the Judiciary panel, said he appreciated that Comey has "a lot of experience on national security issues, which is one of the most important focuses for the FBI in the aftermath of 9/11, and has shown integrity in dealing with these matters."

The Iowa senator said Comey would have to answer questions about his work as counsel for Connecticut-based hedge fund Bridgewater Associates from 2010 until earlier this year.

"The administration's efforts to criminally prosecute Wall Street for its part in the economic downturn have been abysmal, and his agency would have to help build the case against some of his colleagues in this lucrative industry," Grassley said.

Grassley's mix of praise and questions were in sharp contrast to the reaction to another Republican tapped by Obama for a national security job.

When former GOP Sen. Chuck Hagel's name emerged late last year as a possible candidate for defense secretary, outside groups and opposition on Capitol Hill immediately revved up in a concerted effort to scuttle the nomination.

Hagel's votes and statements on Israel, Iran and nuclear weapons drew immediate scrutiny and circulated on Capitol Hill. Some Senate Republicans said flatly they would oppose the selection even before Obama officially announced his choice on Jan. 7.

Hagel, a two-term Nebraska senator, had angered some of his former colleagues when he became an outspoken critic of the Iraq war and President George W. Bush's handling of the conflict.

After a bruising confirmation fight, the Senate approved Hagel's nomination in February.

Comey would be more than a Cabinet pick in a president's second term. If confirmed, the former U.S. attorney would serve a 10-year tenure overseeing an organization responsible for both intelligence and law enforcement with more than 36,000 employees.

Matthew Orwig, a former U.S. attorney, called Comey "an inspired choice. He will run the FBI with the independence required. He's his own man."

"He's not intimidated by anybody; that's something you need in an FBI director," said Mark Corallo, a Justice Department spokesman at the time Comey was deputy attorney general.

Comey would be coming into the FBI at a critical time, with the agency conducting a politically sensitive investigation of the Internal Revenue Service and a probe of the Boston Marathon bombings that have raised some doubts about the FBI's ability to prevent terrorist attacks.

In addition, it is the FBI that is carrying out the Justice Department's aggressive use of subpoenas and in at least one instance, a search warrant, to gather the phone records and emails of some journalists. The aggressive stance has triggered an outcry from the news media and members of Congress on both sides of the aisle.

The Obama administration's actions in the war on terror have drawn scrutiny in Congress and likely will be raised at any confirmation hearing.

Comey was the public face of the Bush administration in defending the military detention of U.S. citizen Jose Padilla. In 2004, Comey was the No. 2 official in the Justice Department when he held a news conference to call Padilla a trained terrorist who met with top al-Qaida leaders, discussed detonating a nuclear bomb in the United States and accepted an assignment to use natural gas to blow up high-rise apartment buildings.

The following year, facing an imminent Supreme Court hearing about whether Americans may be detained without charges, Bush had Padilla moved out of a military brig, and federal prosecutors indicted him on unrelated terrorism support charges in South Florida. He was convicted.

But the sensational accusations Comey made at the Justice Department in 2004 were dropped.

Comey became a hero to Democrats for the central role he played in holding up Bush's warrantless wiretapping program, one of the administration's great controversies and an episode that focused attention on the administration's controversial tactics in the war on terror.

In dramatic testimony to the Senate Judiciary Committee in 2007, Comey said he thought Bush's no-warrant wiretapping program was so questionable that Comey refused for a time to reauthorize it, leading to a standoff with White House officials at the hospital bedside of an ailing Ashcroft.

Comey said he refused to recertify the program because Ashcroft had reservations about its legality.

Senior government officials had expressed concerns about whether the National Security Agency, which administered the warrantless eavesdropping program, had the proper oversight in place. Other concerns included whether any president possessed the legal and constitutional authority to authorize the program as it was carried out at the time.

Comey was deputy attorney general in 2005 when he unsuccessfully tried to limit tough interrogation tactics against suspected terrorists. He told then-Attorney General Alberto Gonzales that some of the practices were wrong and would damage the department's reputation.

Some Democrats denounced those methods as torture, particularly the use of waterboarding, which produces the sensation of drowning.

Earlier in his career, Comey served as U.S. attorney for the Southern District of New York, one of the nation's most prominent prosecutorial offices and one at the front lines of terrorism, corporate malfeasance, organized crime and the war on drugs.

As an assistant U.S. attorney in Virginia, Comey handled the investigation of the 1996 bombing of the Khobar Towers housing complex near Dhahran, Saudi Arabia, which killed 19 U.S. military personnel.

He led the Justice Department's corporate fraud task force and spurred the creation of violent crime impact teams in 20 cities, focusing on crimes committed with guns.

If nominated, Comey is likely to get a warm greeting from at least one member of the Judiciary Committee ? Sen. Amy Klobuchar, D-Minn.

When Comey testified on June 8, 2011, about extending Mueller's term, Klobuchar said in her introduction that she and Comey were in the "same law school class, graduated together and we've known each other for a long time."

Comey and Klobuchar graduated from the University of Chicago Law School in 1985.

The Easiest Ways Not to Get Hacked

It took three hackers less than a day?to decipher the majority of a list of 16,000 encrypted passwords, all?because of the laughably easy-to-crack passwords most of us pick to protect our online lives. The most successful guy got 90 percent of the "plains," as hackers call deciphered passwords in 20 hours; the least successful guy just 62 percent of them in about an hour. Yes, it's really that easy. But, rather than sit there, shocked at how little security passwords provide, we should use this?Ars Technica article?as a lesson in password security. And, the first lesson learned therein is: Never, ever use a six character password.?

Rule 1: Six characters is too always too short. The very easiest and the first thing all of Ars's hackers did was guess your super weak six character passwords, via what's called a "brute force" attack.?See, the most successful of the hackers, Jeremi Gosney, a password expert with?Stricture Consulting Group, hacked 62 percent of the list in sixteen minutes because that's how easy it is to guess a code that's just six letters long:

Gosney's first stage cracked?10,233 hashes, or?62 percent of the?leaked list, in just?16 minutes. It started with a brute-force crack for all passwords containing?one to six characters, meaning his computer tried every possible combination starting with "a" and ending with "//////." Because guesses have a maximum length of?six and are comprised?of?95 characters?that's?26 lower-case letters, 26 upper-case letters, 10 digits, and?33 symbols?there are a manageable number of total guesses. This is calculated by adding the sum of 956?+ 955?+ 954?+ 953?+ 952?+ 95. It took him just?two minutes?and?32 seconds?to complete?the round, and it yielded the first?1,316 plains of the?exercise.

"Normally I start by brute-forcing all characters from length?one to length six?because even on a single GPU, this attack completes nearly instantly with fast hashes," Gosney?told Ars.?

Rule 2: So is a seven- and eight-character password, probably. After doing almost nothing to guess six-character passwords, it gets a tiny bit harder for hackers, but not much. For example, Gosney then did more of these types of guessing attacks with different permutations of longer possibilities, trying seven or eight character passwords with only lower case letters, for example. That technique takes mere seconds, and in this case revealed many additional "plains."?

Rule 3: "Salting" doesn't make six character passwords strong. Many sites boast that their password protection technology uses "salting," meaning it adds random numbers to password hashes thus making it harder for hackers to figure out the original code of these shorter passwords using those brute force attacks. Turns out that's not really that true:?

But the thing about salting is this: it slows down cracking only by a multiple of the number of unique salts in a given list. That means the benefit of salting diminishes with each cracked hash. By cracking the weakest passwords as quickly as possible first (an optimization offered by Hashcat) crackers can greatly diminish the minimal amount of protection salting might provide against cracking.

Plus, a lot of sites don't use salting. So, again: See rules 1 and 2.?

Rule 4: Don't use real words. The least successful of the hackers, who goes by the handle Radix, guessed 62 percent of the list in about an hour, using a custom compiled dictionary of popular passwords. Just by using a publicly available list of plain text passwords, called the Rock You list, he got 30 percent of the insecure codes and all because a lot of people use the same, common words in their passwords.?

Rule 5: Just make an 11 character password already.?Those first few hacks done by Gosney and Radix are basically password hunting for amateurs. With a couple slightly more sophisticated techniques, bigger graphics cards, and a little more experience, even codes that follow some of the "best practices" get hacked. The very best way not to fall prey to that, however is to create super long, strings of gibberish. As this chart below shows, it gets exponentially harder to crack a code after 8 characters. Ars says use 11 just to be safe: "Readers should take pains to make sure their passwords are a minimum of?11 characters, contain upper- and lower-case letters, numbers, and letters, and aren't part of a pattern."

As a reviewer, you should not accept money or product from a business to write a review about them. Additionally, don?t feel compelled to review a certain way just because an employee of that business asked you to do so. Finally, don?t post reviews on behalf of others or misrepresent your identity or affiliation with the place you are reviewing?Sometimes our algorithms may flag and remove legitimate reviews in our effort to combat abuse. We know this is frustrating when it happens but believe that overall, these measures are helping everyone by ensuring that the reviews appearing?are authentic, relevant, and useful.?

Getting your business reviewed online can be intimidating in other ways as well. First of all, if you invite reviews from customers or clients, your goal of course is to get positive reviews. And what happens if you are the victim of a bad, or worse, scathing review? Whether it is justified or totally inaccurate, there is very little you can do about its availability online. Google suggests that the best way to handle it is to reply to the reviewer and try to come to some kind of resolution. However, the most realistic solution to rectifying such a disturbing occurrence is to work toward adding newer, more complimentary content everywhere you can, and hopefully more positive reviews to balance out the bad review?s negative impact. Eventually, simply with the passage of time, the significance of the offensive review will be reduced, if not obliterated altogether. However, any attempts you make to have a bad review removed, which will never happen, can backfire terribly, so it is advised that you not resort to that strategy.

In addition to such sites as the many online listing services, your business can be reviewed on sites such as eBay or Amazon if you are selling from their platforms. One of my own clients recently was approached by a person who had posted a glowing review of a product he had purchased from my client?s store on Amazon, offering to post additional reviews of my client?s many products elsewhere. I think Google would regard this as forbidden behavior and could land both the reviewer and the seller in hot water. When I questioned my client about the status of that offer, he told me the ?reviewer? was never to be heard from again.

Plenty of sites allow the posting of reviews and urge you to solicit them. This includes LinkedIn which even has a composed e-mail you can send to your connections to ask for a ?recommendation,? if you are not capable of creating your own custom message. Since there is no promise of compensation or reward for accommodating your request, this approach to getting reviews is probably regarded as legitimate and tasteful. My own pursuit of such LinkedIn reviews several years ago using my own individually written e-mails to each candidate resulted in an overwhelmingly positive number of reviews I am proud to share with the world. Unfortunately, although LinkedIn has stellar rankings in search results, its reviews are not instrumental in elevating my own search rankings and sadly, are not referenced at all by Google. Furthermore, as per Google?s statement above, I?cannot use any of these great reviews verbatim on other websites because of the ?duplicate content? issue which Google so vehemently detests.

LinkedIn has recently initiated another ranking system for its participants called ?Endorsements,? which do not require any lengthy writing or personal investment of time. Much like the act of ?liking??something on Facebook, a mere click of the mouse can endorse someone and send them a message to notify them of your gracious gesture. I always thank my endorsers. However, having seen the huge number of people who have received endorsements on LinkedIn, I?have come to value this vote of confidence as far less relevant than I?once did. In fact, I see it more as a way for LinkedIn to generate some activity between connections which may result in business for the social site, judging from its skyrocketing share price which is up an incredible 73 percent to date.

To try to appraise which review sites command most superiority in search results, I search businesses by name (and location, if needed) along with the term ?reviews? but conduct such searches on a browser which is not influenced by historic online activity or cookies in any way. One such browser is Google?s own Chrome which provides the option of choosing an ?Incognito Window.? This window is accessible by clicking on Chrome?s upper right corner symbol of three horizontal lines found at the end of the URL address bar. A drop-down menu of options is then deployed from which you can select the Incognito Window. True to its name, this window carries no record of previous searches I?may have done and always starts with a fresh slate, so to speak. It?s the perfect way to check your own SEO.

If a business has been reviewed, the organic search results will include appropriate listings in order of site strength and popularity, and then by seniority. However, more impressively and prominently, appearing to the upper right of these results will be a large display of visuals from the firm?s Google Places page (now known as Google+), particularly if it is a local business. What is noteworthy, however, is that along with its map location, this display includes links to its Google+ reviews, featuring them exclusively above all others.

Because I have reviews on my website, search results for my own business are begun with my website listing, with specific links to my Google+ reviews again prominently displayed beneath this listing.

Popular review sites that lead the way for my own business are first and foremost, Google+, then Angie?s List, Yahoo Local, Merchant Circle, Yellow Pages and Superpages.com. For a landscaping client of mine whose results are also topped by Google+, Yelp! follows with BBB.com (Better Business Bureau) a close runner-up. When I examine the BBB?review, it clearly states that businesses must request to be accredited (which requires a steep annual fee). Search results for law firms or individual lawyer reviews are led by Avvo.com, while those for medical practices or individual doctors are dominated by HealthGrades.com.

Since Google+ reviews are clearly the most predominant and meaningful content Google chooses to target in search results, playing a key role in your search ranking when using Google search, you need to know how to solicit and post such reviews. And, unfortunately, it can be quite difficult.

First of all, you must ask your customers or clients to write and post their own reviews. You cannot do it for them because Google knows everyone?s IP address. Secondly, your reviewers cannot post their review on your Google+ page unless they have a Google account, which is accomplished by setting up a Gmail account. This may sound like child?s play until you realize what a lengthy process it can be, filling out detailed personal information, security safeguards, birthday, alternate notification e-mail addresses, etc., etc. A busy client or customer hardly has time to do this, especially just as a gesture of appreciation to you, their vendor, service professional or entrepreneurial partner, for lack of a better description. Even if you are their lawyer, or other esteemed business expert, time is still of the essence. Finally, if they have conquered all of those parameters, you need to give them the link to your Google+? page where they can click on the ?Write a Review? link. Once they complete that step, it sometimes takes a period of time (an hour or more) before the review becomes ?live? so you can read it. If there are errors, like a typo-laden review one of my lawyer clients so generously wrote for me, you may as well just resign yourself to living with them. I could not bring myself to ask him to revise it, if that is even allowed, and was just terribly grateful for his kindness in posting such a long, complimentary review. With aging eyesight and limited computer literacy as his personal challenges, I am lucky to have received his review at all. And?Google published it verbatim, without any questions asked. That?s a miracle in itself!

Craig Federighi is running both teams, and Cook mentioned designer Jony Ive has been "really key" to this version of iOS. He left it up to interviewer Kara Swisher to decide if the changes made are as dramatic as have been reported, stating only that collaboration has been enhanced, with an "amped up" intersection of hardware, software and services.

Another name dropped is that of Eddy Cue, who is busy heading up work on services since Scott Forstall's departure. We'll have to wait until WWDC to find out the fruits of the various executives' labor but Cook did leave us with this to chew on: "The whole concept was to tighten the groups even more, so we could spend more time finding magic in intersections. Seven months later, give or take, I think it has been an incredibly great change."

S&P says France must deliver promised budget cuts to protect rating

PARIS (Reuters) - France needs to deliver promised budget cuts if it wants to avoid a further credit rating downgrade, Standard & Poor's lead analyst for France told Reuters on Monday.

S&P, which stripped France of its coveted AAA rating in January 2012, could confirm the current AA+ rating if the public debt ratio looked set to stabilize, but analyst Marko Mrsnik says it remains to be seen if France can achieve that in 2015.

"We take on board expectations that in the 2014 budget there will be additional measures that will move the position towards smaller deficits," Mrsnik said.

"We expect mild recession this year and slow recovery thereafter."

The ratings agency forecasts the economy will shrink 0.2 percent this year and grow 0.6 percent next year - half the government's 2014 growth forecast.

S&P expects France will cut its budget deficit to 3.3 percent of output next year from 3.8 percent this year, slightly more pessimistic than the government but more optimistic than the European Commission's projections.

With these forecasts underpinning the rating, one of the main triggers for a downgrade would be if "economic growth prospects deteriorate further or the economy is threatened by continuing rigidities in the labor market and services sector," Mrsnik said.

Other potential triggers would be a jump in national debt to above 100 percent of GDP, from just over 90 percent last year, or a new flare up in the euro zone crisis which drove up French financing costs.

For each of these there could be offsetting elements and a downgrade would not be automatic if one materialized, he said.

S&P has said that it could firm up its current rating and change the outlook to stable if deficit-cutting measures meant France's debt ratio stabilized in the next two to three years.

The government forecasts that its debt-to-GDP ratio will start shrinking in 2015, dropping to 93 percent from 94.3 percent in 2014 and 93.6 percent in 2013.

"We see the French general government debt increasing this year and next ... It remains to be seen whether it can stabilize in 2015," Mrsnik said.

Asked whether the European Commission's proposal to extend France's budget deficit target by two years would affect the rating, Mrsnik said the firm would take into account any new French policies.

Despite losing its AAA ratings from both S&P and Moody's last year, France has been borrowing at record low rates with the help of cheap money being pumped into financial markets by major central banks.

The other major ratings agency, Fitch, still rates France AAA.

Whatever happened, David Lewen and Francis ?Trey? Hamilton are working to get to the bottom of it.? As explained by John Caniglia of the Cleveland Plain Dealer, the pair of young, aggressive prosecutors quietly are leading the investigation.

?They?re excellent prosecutors, very knowledgeable and very diligent,? said Hugh Ward, a defense lawyer who previously worked with both men in the Knoxville U.S. Attorney?s office.? ?Both are good people, personally.? They?re top of the line.?

Lewen, 37, has prosecuted drug crimes involving complex hierarchies.? Hamilton, 41, prosecutes white-collar crime, like the ones that eventually could be alleged against multiple employees of Pilot Flying J.

John Sammon, a former IRS agent and retired federal prosecutor, explained the key similarity between complex drug crimes and white-collar prosecutions:? ?You work from the bottom to the top.?

With one Pilot Flying J employee already quoted in an affidavit as saying Haslam knew about the alleged rebate/discount scam, the prosecutors could be searching for and/or piecing together evidence that would prove conclusively that Haslam or other key employees at the precipice of the Pilot Flying J pyramid either condoned the alleged fraud or ordered it.

And that possibility should send a chill from the bottom to the top of Haslam?s spine.

Last week, Madden NFL 25 announced an "Anniversary Edition" that at first didn't seem like it had much to offer. Then word started to circulate in an officially unofficial way that a promo code could be used to watch DirecTV's Sunday Ticket NFL broadcast on a PC, with or without signing up with the satellite provider.

Well, this being Madden, this being big bad Electronic Arts and, more relevantly, this being the NFL and its less-than-consumer-friendly TV policies, few believed it. After all, the official news release doesn't straight up say this is how you can use the offer, which seems to be more about giving a discount toward a DirecTV subscription. The code, which gives Sunday Ticket access on PC, tablet or mobile phone, is referred to more or less as an alternative for those who cannot receive DirecTV service. Considering DirecTV has 35 million subscribers, there would seem to be few in America who can't get it, but it's true in the case of dorm rooms and some apartment buildings where you can't mount a dish.

So, through the past week word spread that this was going to be a screwjob. You'd buy a hundred-dollar Madden and be unable to use the thing you really wanted because DirecTV would know, by zipcode or IP address or whatever, that its service was available to you.

I'm not ordinarily in the business of policing special edition offers but this one, being enticing to me on a personal level (I have no cable or satellite TV but watch a ton of sports over the Internet), was interesting enough I went to the man putting his name on this unofficially official offer: Anthony Stevenson, Madden's top marketer.

I asked Stevenson if I could use this code to watch Sunday Ticket on my iPad even if I had no intention of signing up with DirecTV.

"There is a unique code in every single anniversary edition, and that code will entitle you to the 17-week full-season trial on PC, tablets and mobile devices," Stevenson said, and I started grinding my teeth.

Why can't we get a simple yes or no?

"We absolutely understand there is some confusion with the language, and how it is written," he said. "To bring this great deal to life?it's very complex and complicated, involving the NFL and its television partners, and DirecTV. The reason is because everyone's interests have to be protected and this has to be written in a certain way."

There's a lot of reading between the lines here. So I'll say what Stevenson could not above: Sunday Ticket is not a thing greatly loved by networks that have paid billions-with-a-b to broadcast Sunday afternoon games. To straight-up invite people to ditch a television set altogether and watch this stuff online, while it may be within the terms of DirecTV's deal with the NFL, is a provocation to its biggest licensing partners. Hence the unofficially-official offer, and the heavily lawyered wording of the news release and the line Stevenson must toe.

The "unable to get DirecTV service" thing is just a fig leaf that allows DirecTV to put out this service, and then let you figure out how to exploit it. You self-select whether or not you have DirecTV access. Protip: Say you do not. Really, how is it going to know? It doesn't matter if there's a contractor in the area to connect you. Maybe you have a landlord that won't allow you to mount a dish to the house you rent.

This is how it works when you use the Sunday Ticket app on the PlayStation Network (note: This offer does not give you access to the PS3's app.) Sunday Ticket on a mobile device is otherwise only possible if you sign up for the deluxe "Sunday Ticket Max" package, which requires a DirecTV subscription. This is a code that essentially breaks off that feature and gives it to you for $40 above Madden's cost.

Madden special editions have been, candidly, kind of a snooze up to now. They get a different, sometimes prettier cover and some exclusive in-game content, usually for the Ultimate Team mode (and there's a bunch of that in the Anniversary Edition, too.) This, though, has legitimate value. I almost pulled the trigger on getting Sunday Ticket on the PS3 last year, but didn't, because I work weekends and my lone TV is in a room well away from my office. That changes if it's on my iPad here at my desk. No extra TV, no cable or satellite subscription.

So, I'm going in on this, even if I get a copy of Madden free in advance to review. And if I get screwed, well, I know where Anthony works and what he looks like. I'll say hello for you.

A female suicide bomber blew herself up in the southern Russian region of Dagestan on Saturday, injuring at least 18, including two children and five police officers, authorities said. The attacker was later identified as a widow of two Islamic radicals killed by security forces.

It was the first suicide bombing in Dagestan since the Boston Marathon attacks last month. The Tsarnaev brothers suspected of carrying out those blasts are ethnic Chechens who lived in this turbulent Caucasus province before moving to the U.S. Tamerlan Tsarnaev, the elder brother who was killed in a shootout with police days after the April 15 bombings, spent six months in Dagestan in 2012.

Dagestan remains an epicenter of violence in the confrontation between Islamic radicals and federal forces. Islamic extremists strive to create an independent Muslim state, or "emirate," in the Caucasus and parts of southern Russia with a sizable Muslim population.

In Saturday's attack, the bomber detonated an explosives-laden belt in the central square in the provincial capital, Makhachkala, Dagestan's police spokesman Vyacheslav Gasanov said.

The woman was identified as Madina Alieva, 25, who married an Islamist who was killed in 2009 and then wedded another Islamic radical who was gunned down last year, police spokeswoman Fatina Ubaidatova said.

Since 2000, at least two dozen women, most of them from the Caucasus, have carried out suicide bombings in Russian cities and aboard trains and planes. All were linked to an Islamic insurgency that spread throughout Dagestan and the predominantly Muslim Caucasus region after two separatist wars in neighboring Chechnya.

The bombers are often called "black widows" in Russia because many are the widows, or other relatives, of militants killed by security forces. Islamic militants are believed to convince "black widows" that a suicide bombing will reunite them with their dead relatives beyond the grave.

Police said two of the people injured in the attack were in critical condition. There were no details about the injured children.

This week, a double explosion in Makhachkala killed four civilians and left 44 injured, while three security officers and three suspected militants have been killed in other incidents. One of the devices was in a parked car and the other was placed in a trash bin.

Although Chechen separatists were battered almost a decade ago, Islamists continue to move through the region's mountains and forests with comparative ease despite security sweeps by federal forces and police under the control of local leaders loyal to the Kremlin.

Human rights groups say that abductions, torture and extrajudicial killings of young men suspected of militant links by Russian security forces have helped swell the rebels' ranks. Caucasus experts say that Islamists routinely extort money from government officials and businessmen and attack or kill those who refuse to pay.

PAWS Chicago to help Oklahoma pets | WGN-TV

Members of the no-kill animal shelter PAWS Chicago are in Oklahoma, working to help the dozens of pets who were injured or displaced by Monday?s tornado.

More than 350 volunteers left for Oklahoma Friday.

They plan to bring back 75 pets living in shelters, some of whom are at risk of being euthanized.

Their goal is to free up room for the many animals affected by the tornado.

The pets they bring to Chicago will be available for adoption by Memorial Day.

Syria opposition seeks to unify as momentum for talks builds

ISTANBUL (Reuters) - Syria's fractious opposition scrambled to agree a new leadership on Friday in a bid to present a coherent front at peace talks which the United States and Russia are convening to seek an end to more than two years of civil war.

A major assault by President Bashar al-Assad's forces on a rebel held town over the past week is shaping into a pivotal battle. It has drawn in fighters from Assad's Lebanese allies Hezbollah, justifying worry that a war that has killed 80,000 people would cross borders at the heart of the Middle East.

Washington and Moscow have been compelled to revive diplomacy by developments in recent months, which include new reports of atrocities, accusations chemical weapons were used and the rise of al Qaeda-linked fighters among rebels.

U.S. Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov will meet privately in Paris on Monday to discuss their efforts to bring Syria's warring parties together, U.S. and Russian officials said.

Russia said the Syrian government had agreed in principle to attend the planned peace conference, which could take part in Geneva in the coming weeks, and had "expressed readiness" to find a political solution.

Under intense international pressure to resolve internal divisions so it can play a meaningful role in the talks, Syria's Western-backed opposition National Coalition met in Istanbul to elect new leaders and broaden its membership.

Senior opposition figures said the coalition was likely to attend the conference, but doubted it would produce any immediate deal for Assad to leave power - their central demand.

"We are faced with a situation where everyone thinks there will be a marriage when the bride is refusing. The regime has to show a minimum of will that it is ready to stop the bloodshed," said Haitham al-Maleh, an elder statesman of the coalition.

There was more heavy fighting on Friday in Qusair, a town controlling access to the coast which Assad's forces and Hezbollah allies have tried to take in a battle that could prove an important test of Assad's ability to withstand the revolt.

Assad wants to secure the coastal region which is the homeland of his Alawite minority sect, an offshoot of Shi'ite Islam. He is backed by Shi'ite Iran and Hezbollah against mainly Sunni rebels supported by Saudi Arabia and Qatar.

The Syrian Observatory for Human Rights, a pro-opposition London-based monitoring group, said Syrian army and Hezbollah forces at Qusair were trying to cut off rebels in the nearby village of Hamidiya. State media said the army had destroyed "terrorist dens" in Hamidiya and also killed eight "terrorists" in another village, Daba, close to Qusair.

COALITION STRUGGLES TO AGREE

Much to the frustration of its backers, the coalition has struggled to agree on a leader since the resignation in March of respected cleric Moaz Alkhatib, who had floated two initiatives for Assad to leave power peacefully.

Alkhatib's latest proposal - a 16-point plan which foresees Assad handing power to his deputy or prime minister then going abroad with 500 members of his entourage - won little support in Istanbul, highlighting the obstacles to wider negotiations.

"He has the right to submit papers to the meeting like any other member but his paper is heading directly to the dustbin of history. It is a repeat of his previous initiative which went nowhere," a senior coalition official said.

Washington threatened on Wednesday to increase support for the rebels if Assad refused to discuss a political end to the violence, a sentiment echoed on Friday by British Foreign Secretary William Hague, who has been pressing the European Union to amend a weapons embargo to allow arming the rebels.

"We do think it is important ahead of any negotiations ... for the Assad regime to understand that the pressure on it will intensify in the absence of successful negotiations," he told a news conference in Jerusalem.

Concerned by the rising influence of Islamists in the rebel ranks, Washington has pressured the opposition coalition to resolve its divisions and to expand to include more liberals.

"The international community is walking a little faster than the opposition. It wants to see a complete list of participants from the Syrian side for Geneva and this means that the coalition has to sort its affairs," a European diplomat said.

Looming large over the Istanbul meeting, which began on Thursday, is the shadow of Saudi Arabia, which according to opposition sources will lead an Arab drive to back the new government financially, after differences with Qatar on how to deal with the coalition were largely settled.

Saudi Arabia is backing a proposal being debated at the three-day meeting to expand the 60-member coalition to 95 by bringing in members of a new liberal political bloc being set up by veteran opposition campaigner Michel Kilo.

The coalition is currently dominated by two blocs: the Muslim Brotherhood and its allies in the Syrian National Council, and a faction loyal to Mustafa al-Sabbagh, a businessman close to Qatar.

"The Kilo bloc, if it is admitted, will end the era of the coalition being decided by Sabbagh and the Brotherhood," a senior coalition source said.

Criticism has mounted against the coalition for failing to provide a credible democratic alternative to the four-decade family rule of Assad and his father.

Assad has vowed to defeat what he calls terrorists and foreign agents behind the uprising, which began with months of peaceful protests and evolved into an armed revolt after months of military repression.

More than 80,000 people have been killed in what is now a full-scale civil war that has dragged in Lebanon's Hezbollah guerrillas and is spilling into other neighboring countries.

Burhan Ghalioun, a strong candidate to become the new head of the opposition, said the coalition was likely to agree to go to Geneva because it did not want Assad to gain political advantage from the meeting, although, he said, it was unlikely to produce any deal for a transition of power.

Other possible candidates include Ahmed Tumeh Kheder, a prominent opposition campaigner from the eastern province of Deir al-Zor, which borders Iraq's Sunni Muslim heartland; Louay al-Safi, a professor who has taught in the United States; and acting coalition president George Sabra, a Christian who led pro-democracy demonstrations early in the uprising.
